Ms. Stiller's first introduction to health law was serving as a Deputy Attorney General in the Pennsylvania Department of Health in the mid-1970's.

In the early 1980's, she developed commentary for the American Hospital Association on proposed federal rules covering everything from Hill-Burton obligations to privacy of drug and alcohol treatment to Medicare reimbursement. In the 1990's, she advised clients on reimbursement, fraud and abuse, and Stark regulations and helped them develop compliance plans. And in the new century she has been in the forefront of HIPAA implementation.

With her broad and deep knowledge of both federal and Pennsylvania regulations, Ms. Stiller stands able to assist clients with:
  • Advice concerning regulatory requirements applicable to proposed business arrangements

  • Interface with governmental officials, including, where desired, assisting the client in making his/her/its own best case to the agency

  • Analysis and interpretation of statutes, regulations, and informal rulemaking materials

  • Representation before administrative agencies in rulemaking and quasi-judicial proceedings
